Hello Scribbleymark! ^__^
The very first step is writing a draft of the synopsys; then, we focus on the characters (role, personal path, background, etc.) and write a detailed synopsys. Finally we work on the script (scenes, dialogues) and on the storyboard/layout of the pages. When everything is settled, we start drawing the final pages (pencil, ink, gray tones and textures). Sometimes we realize we need to re-arrange the script, even when the pages are finished: usually it’s not a big deal… just little corrections on the dialogues and in some panels. ;)
